I am sort of starting to feel like rockstar has something to do with the mass character deletion today, i just set a world record for the first race, it seems like all leaderboard stats were deleted

World record messages have been around since release of GTA:O. If the cloud is not available your result is implicitly the "world record" [of your local, temporary, not cloud based, world]
