If character shows rank 0 in social club, is it lost for good ?

I went to the "choose character" screen earlier, no cloud errors and saw my level 11 character.

 

Clicked on him and it took me to the character creation screen, so i quickly backup and quit game.

 

Logged on to social club and my characters gone, though i still have my cash and race stats. Pretty fuc*ked up.

 

Anyone elses characters returned from this?

Not necessarily, it just means that Cloud Server is down, therefore it cannot find your character information.
