Need to fix stealth

The concept of stealth is a fantastic idea in GTA but it doesnt work at all. You can be in the mountains all alone and murder a random hiker and somehow you'll get stars on you. You can kill someone all alone in an alley way with a silenced weapon and still somehow sometimes you'll still end up with stars. The most annoying instance of this has to be getting your car from the impound lot online. There's one cop in the parking lot and he can easily be taken out with a headshot from a silenced weapon but magically all the other cops instantly know about this and you get 3 stars. I'm not asking for Splinter Cell stealth here, but I want the option to kill people and not be seen/get stars

I'll agree, working stealth would be awesome for GTA. You could get a silenced pistol, sneak up on someone in the alleyway, kill him, take his money, and get away before anyone even notices. They could even do something with it and the internet. If you silently go around killing tons of people, eventually photos and news of it shows up online on the phone or something. At least allow you to silently come up behind someone with a knife and insta-kill them without alerting anyone.

 

The same thing happens in GTA4 though, I mean. I'll be in a back ally, no one around at all, I'll shoot someone, and instantly get a star. All I'm trying to do is kill a few pedestrians to get some quick money.

 

I mean hell, in GTA4, I actually get LESS cops on me, if I just start running people over then getting out to collect the money. I'd think that would be worse honestly, especially considering how public it is.
