I just got a call from Lester, stating that I've been making something of a name in myself in their pleasant community of reprobates and he has some business opportunities, he like to discuss with me, he told me to swing by to his house and come alone, what does that mean?

It means go to the big L on the map...

 

Now, you get missions from Lester and can place bounties on people, etc.

Also he can drop wanted levels, find unsecured vehicles near you and other things as you rank up some more.
