No and I'm surprised that the military aircraft aren't removed either. People should not be able to get anything that they can kill each other with considering this isn't supposed to be a violent free for all.

The unarmed variant spawns on top of the impound/police station, but it's very rare.

The Buzzard HAS to be somewhere! To do otherwise would have to be a conscious decision, not an oversight. A stupid decision that, if true, needs to be fixed.

I'm pretty sure it gets unlocked as you rank up, just like it happens with all the other planes and choppers.
