What the title says ^

 

I've read that on single player you can find it around Franklin's neighborhood by the garage but im not sure if its the same for online. Any help is appreciated!

I found one randomly on the street. Don't think there is a location where they spawn every time. Sorry.

it was driving around.. at first i didn't even notice it was a sultan.

Found mine today in the desert near "Franklin's Los Santos Customs". Was driving a Karin Futo which may have helped it spawn as its cheap Sports car. But In general if I recall using the same "type" of car (Sport, SUV, Muscle) helps. Also poor area also have increased chance as its marked as a cheap Sports car (Franklin's area, Desert area).
