Questions about matchmaking

Hello, I have a couple questions.

 

When you go to play a deathmatch, race, etc; does it only match you up with people in the same free roam room as you or all around the world? If it isn't just lobby specific, how would I as a host open it up for anyone who isn't even in the same free roam room as me to join?

 

Is there any way to party up? I'd like to able to go into rooms with some of my crew members and participle in TDM with my crew. All I know so far is that I have to invite each one every time I join a new room and if we try to do a TDM or any mode that is team oriented, I have to usually invite them again and then it splits us up on different teams. We'd like to play together and be on the same team.
