Tracker and Insurance Question

I get that I can get a car, take it to Los Santos Customs, and get a Tracker on it to find it on the map and can insure it to replace it if it gets totaled.

 

But I stole a Hexxer from Hookies and took it up north to LSC to put a tracker and insurance on it and it said that it was 'too hot'. What does that mean and how do I add a tracker and insurance on my Hexxer?

 

How much is a tracker and insurance?

If you get the "too hot" message it means that you can't steal and track/insure this vehicle. You'll have to purchase it online. Hexxer is not available for purchase from what I know BTW.

A LCC Hexxer is on one of the websites actually, but it's $15000, and I was just going to steal it instead. It has no picture, but it says Hexxer on it.

 

Why is it that you can only steal and track/insure certain vehicles and not others?

Rock star wants you to buy the expensive vehicles with money instead of finding them and making them yours with the tracker. If anyone could find one and make it their personal vehicle, there would be no point I'm buying them!

anything worth over 100k cannot be stolen and modded any bikes over 10k cannot be stolen/modded.. the hexer costs 15k so it is over the limit.
