It is a random car not one chosen by you and he specifically says you only have the ability to drive it for 12 hours before the police will see it as stolen.

 

I got lucky with my sultan as it was my first car in the game, they do spawn but it is stupidly rare.

I've found that underground parking garages, and the roof of parking garages, have some rare ones. Maybe check there, first.
