It would be great if R* could say something about this problem. Honestly I don't know if I should restart with a new character or wait for the other to be unlocked.

My slot one character never returned but the one i made in slot 2 last night is still there. First time I see a character I make the day after, so it seems there is progress.

 

Edit: If you make a new character and the world record is not shown in the first race, I would suggest not to continue with it. It might mean the cloud is down and it won't save that character.
