So, are people legitimately losing characters forever?

The reason I ask, I lost my level 15 character a few days ago when Social Club was down, then, yesterday, I got him back once Social Club was working again. A method I used to test this is with Snapmatic in singleplayer. If the pic saves, it's up, if not, it's probably having problems.

 

I'm thinking that this may be the case for all lost characters but obviously I can't be positive.

My character from yesterday is fine. I got in an hour should and completed the race finally.
