How do you get your stats up fast?

I understand the system. Run and swim to get up your stamina. Shoot and kill to get your shooting up. Drive great to improve your Driving.

 

I'm seeing players though who are ranked like level 8 but have almost a max stamina or shooting bar. What the heck are they doing?

 

Anyone know a fast method of leveling up?

My stamina is about 90 and i havent done anything special, i have just been playing and running places a lot.

They're just roaming I believe, stats should fill up while your level doesn't, likely not doing missions or other activities that earn you experience and such.
