hardware access

when in the mission screen it says "hardware access" and only cars are highlighted. at what level do we have access to planes, boats etc?

I'm at level 68 and my hardware access is still only cars! Can anybody help?

I think it means you can only call in a car. Like if you owned a buzzard the chopper icon would be in white and you could call pegasus.
