Don't know how to start Border Patrrol Missions for Sabre GT

I've spent so much time today looking at the location where the mission is going to be. it's in sandy shore but i have no idea how to start it. i just did the military technology heist. Any tips are greatly appreciated. you can find the sabre gt in the first border patrol mission i've yet to find one of them.
