The only reason why they are different is this: There was never really a date that GTA was said to be set in (At the time anyways), and when it released on PS2, it was 2001 and that is what phones looked like. Advance to 2003 when 3 and VC were ported to Xbox and there you have it. They made it modern so it seems like a phone from 2003.
