When you purchase a property, can you start planning heists?

I have another question. Since the cloud servers are being a bitch and deleting characters, I shouldn't create a new character right? Once they are back up, my character will come back? I was almost a level 10 ffs!

Yep! you can still play, just create a new character in the slot your main wasn't in. that'll be your "temporary" character for you to play.

Wouldn't be so sure about them coming back, had 2 characters deleted and neither came back even when it wasn't complaining about the cloud servers being down..
