You can. Just take a truck or tractor to the wall on the south fence and use it to climb over. You can run straight north from there and steal the fighter jet (beware of the missiles which fire at you) or whatever.

Or go in with a helicopter located at the heli peds (you can buy them in SP). The alarms didn't even go off until I landed inside the hangar...
