This happens on passive mode?

Unfortunately, the passive mode is functionally useless. You're free game if you're in a vehicle... and folks can still run you over if on foot.

It's for if you are being bullied on foot. Someone trucked me, I turned on passive, and he just left cause he couldn't hit me.

 

If you know someone isn't shooting at you, it isn't too hard to dodge their car.

i found passive mode to be very helpful i do agree it sucks that they can still hurt you kind of sucks but my thought process was that if they couldn't run you down with a car what if it was a AI or npc that did that would make you invulnerable to traffic as well as being in a car when cops shoot you. there may be a way around that i am just saying.
