First heist stock

Hi. I'm on my second playthrough and I finished a few missions after the jewelry heist. I noticed on the LCN that Vangelico now had the lowest current price at 2.86 and the % change is at -73.48% Is this where I start going all in with the characters? And will Vangelico recover? Thanks!
