This happens on passive mode?

Passive only prevents you from being shot or shooting anyone else, and only if you are on foot. It will not protect you while in a car, or if someone drives over you, blows you up with an explosion, etc etc.

 

From what I can see, passive is useful if you can get yourself up on a wall or something (i.e. away from possible car crashes) and want to go onto the internet via your phone, or browse the pause menu without fear of being riddled with lead while you do so.

 

And not a lot else.
