One block south of the Ponsobys closest to Michael's safehouse on the west side of the street. There's a parking space for several vehicles there and the Adder OCCASIONALLY spawns there. It sometimes takes multiple pass-bys to find it. It WILL eventually spawn though, so it's still faster than saving up a full mil to buy one.
