Its quite likely a client update will be required to fix these issues. So I would not expect them fixed until you download an update.

Please keep in mind: People are much more likely to report bugs (especially a major one, like this one) than to report that things are working as expected. You should be cautious at such an early point of the game, but I'd expect that for most people, characters and apartments work just fine.

Yeah cloud servers are down probably for some updates. I predict by the end of this week, most mechanics will be working perfectly. Probably will roll out some hot fixes to the popular issues today or tomorrow.
