CarpetDweller Posted October 2, 2013 Share Posted October 2, 2013 I would not be surprised if this was the equivalent of GTA IV's closed fun-fair where I believe a sign said something like "Season over: come back in the summer". Many speculated this was being saved for DLC, but seems to just have been set-dressing for the game-world. Though with the now ever-expanding online world which has a focus on heists it would seem a missed opportunity to not do something with this casino even if they hadn't considered it before.
