How do place bountys on players

Also how do you check & see who has a bounty on them in free roam?

You have to be level 10 before you can see players with bounties or place bounties. Once you get to level 10 you will get a call from Lester telling you to visit him and a little cut scene about it. Also, if you jack NPC's they will place a bounty on you. Players with bounties on them appear on the map as red dots.

I am passed level 10, talked to lester, but every time I try to click place bounty it says nobody is available to place a bounty on. What are the stipulations? Someone carjacked me and killed me, I don't get why I couldnt place one.
