The bugs are normal for a game thats just been launched (Online wise).

You can only kill or be killed by running over (getting run over).

 

It will probably be fixed but running someone over isn't as easy as it sounds.

Passive mode sounds extremely useful for assassins.

People in passive mode can kill you. However once they take out a weapon their protection runs out and they are fair game.

I second that. I was on my phone outside a shop, in passive mode and I got executed via a bullet to the back of the head. I even rechecked to make sure I was still in passive mode on my next life and I was. Also, you actually have to access the BACK menu and disable Passive mode. The weapon wheel is unavailable during Passive Mode.
