I haven't tried it yet, but is it dependant on the other player having a Mic? I can see how it would fall down if that is the case.

 

Otherwise, people just need time to get used to it.

How do you even do rally mode? We were trying to find it last night....

 

Oh btw, all online multiplayers are a nightmare if you play with Randy McRanderson....play with friends, in a party.

Yes you can. Press start, and hit online. Under jobs you will see races. I right now have 20 to choose from, that way it wont be random.

When you host a racing job there are modes to choose from:

Standard - normal racing you can bump each other, no weapons

Rally mode - co-op racing (you need a mic or at least some way to communicate with your partner)

GTA style - racing and weapons allowed.

Its not reliant on a mic.

 

I got a rally race, 3 teams, none of us had mics, all 3 drivers just went miles forward.

 

Discovered after a minute that if you press right/left on dpad, a yellow arrow shows up to tell them where to go.

No it said on my screen even if the player has a mic or not he can direct using the D-pad buttons left and right, as for how to do rally matches i have no idea, i can't find an option to pick the race i want to do, it seems to be just Join Race and it puts you into something random...

Only the host can pick the settings for the race. I would probably just host my own or find a partner beforehand.

Hope everything goes well, if you keep trying to quick join and keep getting Rally mode, I feel like you are just unlucky.
