The internet is based on ARPANET, which was created by computer scientists/electrical/network engineers ect ect (very smart people) from the Defense Advanced Research Projects Agency of the United States Government. The internet is just that - an inter connected network - far more advanced than the early net systems. Actually, he seems to disregard that other countries also have big populations that play games and internet probably faster than anything you'll ever get for cheap in America (Bulgaria, Macedonia, eastern European countries). Just because it's 3AM in America it doesn't mean there aren't other gamers online, there are still enough people online for the servers to be overloaded, because you know, it's probably morning in some places, afternoon in others and evening in others, there's always people playing GTA Online, because there are fans worldwide. It's nice for you to make an exception to your country and think it's the best thing in the world and everyone is from there and GTA Online is only filled up from America, but cut it off please because it doesn't even make sense. Managing multiplayer servers is extremely difficult, if the server broke at 130,000 people and there were 500,000 people online, even if it dropped to 250,000 the performance would basically be the same. Again, there are more people awake all around the world, America isn't the only place in the world, cut that off. It'll probably be fixed in the next few days, it's launch week, it's bound to happen, Rockstar have said various times they were not expecting this. I'm guessing probably 40% or less of the people that were playing or trying to play are doing so right now, meaning their servers probably have much much much less load than they did earlier today.
