I am wondering why Boobs on female charactor are so damn low? Almost touching stomach.

I've been playing around with the settings, and the ones you want to use are the lifestyle ones to get rid of the meth-head look. Particularly the illegal activities bar. But I also found if you raise exercise too high they get dark circles and sh*t around their eyes, maybe correlation between not enough sleep and too many activities? Either way just play with it. Better to look good with bad shooting stats that you can raise up... than to permanently look like you were face down in a ditch with a meth-head butt f*cking your corpse and have a little better shooting stat.

I made a guy who gets 7 hours of sleep with max time for legal work and max time partying and they look like James Bond.

you are somewhat right... you must have at least 6 hours of sleep(just like real life) or you get the dark circles around your eyes... any less than 6 hours and you look horrible. basically.. lower criminal to 0 and raise sleep to 6... all else is up to you. the rest doesn't change them that much.
