still waiting for the day we get leggings, long hair and crop tops. If it's on the NPC's, then it wouldn't be hard at all to port it over to the player model skeleton. and it would only take five minutes to rig it into proportion, but no, ROCKSTAR love to make us play as men with saggy breasts. tip to rockstar, you don't need to mimic a transvestite to be in the criminal career.

NPCs (must) have lower poly counts and they're modeled as one whole. Meanwhile, our protagonists and our Online hero has more poly and are created in separated parts.

 

Additionally, NPCs body proportion is different than our character. If they want to, they have to remodel the mesh to fit our body proportion.

 

If you're thinking they're using some kind of nCloth for the clothing, they are not.

the protagonist uses a skeleton, which assigns the animations, then a mesh is created on top which is the base model, clothes are added by coding, they all have coordinates, sure, I would understand the difficulty of adding clothing if the characters varied in weight, height and structure, but they don't, therefor our characters share a skeleton with everybody else's character, depending on gender. clothes are meshed, rigged and designed to fit either a male or female body shape. it's a simple task.
