To me it feels more like it's a server/rank issue.

 

I join server, can't join friends or crews games unless through trial and error or invite game. When i'm in random game, usually full of players (in last 18 hours), after a few minutes people leave server, sometimes one after the other til i'm on my own and made host.

 

It's happened everytime so i think it's to do with latency or rank, would love to be proved right or wrong, but it's what i've seen thus far.
