Can you still create private games like in GTA IV ( Custom private games ), o r is it all just public now ? I haven't been able to connect properly yet.

yes you can.. press start go to online tab then press online then choose a match with friends or invite only ect... problem is the first mission is bugged and glitchy so nobody can actually play online.

thanks i got it to work, but can you still turn off cops and control other things like traffic/peds, weather, guns etc?

You can make a Crew only, friends only and invite only lobby. But we don't know what settings you can chance.
