Birds eye view with "Joining GTA Online" in the corner... Oh wait an ALERT screen has just appeared while typing this, "Timed out joining session. Please return to Grand Theft Auto V and try again later".

Single player is what you paid for.

Read the TOS. They don't have an obligation to even fix what's broken. They could easily just leave it like it is because you didn't pay and will never pay for the online service.
