Where's the Khamaleon?

Just a quick question, i have purchased the CE before anyone asks. I was wondering where the Khameleon is found, or is it one of those things where you eventually get it after leveling up? If anyone has found out please let me know, thanks in advance.

I think it was said the specials cars will be on a garage , the one you get with CE i think

That's just it, i can't find this garage on the map, it's not marked with an icon at least, and i don't think it could be linked to the other problems to do with the system overloading. It's not a big deal or anything, i'm sure things will clear up soon, i was just hoping this would be addressed and solved for others aswell as myself. I don't mind waiting if it is related to the laggy system because of all the people on at the moment, but i don't think it is.
