ZeroZero
When the game slows your car so the "enemy" can escape, or stay in front of you while you race to a designated area where the next bit of the mission starts, even tho your car is way more powerful/faster than their car. Yesterday i played the "they tuk my boat!" mission, and it just sad how fast the truck accelerates away after Frank has jumped back on the car. nuer
It's called scripted events. They are in every game.

MeGusta90
Remember the race in GTA Vice city? That thing was scripted as hell
HitGta
It has to be scripted. Imagine how many missions would fail because of vehicles getting stuck / destroyed and stuff like that, if it wasn't scripted. They pretty much have to script everything happening in a mission. It is not coincidence that there's always a truck getting in front of you, when you are chasing someone in a mission.
