Is it just me or is it like once you obtain a rare vehicle it becomes fairly common after that in most areas? Curious if they become more common once you obtain one or something like that. Any thoughts/experiences?

Define "rare." It's common for cars in GTA to spawn when you're riding in them, but some cars never spawn and are only available via internet.
