I looked into this the other night, even had the 400mb app downloaded on my PC but i couldn't find any way to run it. I created my custom plate when the app came out, and yet when I choose "plates" in los santos customs online, there's no option to put my custom plate on my car. Once you go back into the game and get your vehicle the custom plate will be on it along with whatever mod you added. I simply just changed the wheel type on my car and it worked. Yeah if social club is having issues then it wont be able to process the order and you have to try again when it is working. Can customize the plates as much as you like in Mafia 2. No you can only make a custom plate once, So choose carefully cause you will be stuck with that plate with no way to change it.....
