ChromeAndroid Posted October 1, 2013 Share Posted October 1, 2013 The guys are Dave Norton, an FIB agent who helped Michael out of his last situation for a bit of money and Steve Haines, famous coworker at the FIB who has a TV series. They are doing these heists because Steve is trying to blackmail them basically saying you have to do this for us or I will arrest you. I can't remember what exactly was in the truck since its been awhile but it was some documents that were about funding to the Agency (the GTA equivalent of the CIA) who the FIB are fighting with for funding from the government.
