In RDR, California is called California and New York is called New York... Simple answer for that, Red Dead Redemption that we played is the story that Jack wrote (which was based on the life of him and his father). Perhaps in the GTA universe, he replaced San Andreas with California and Liberty State with New York. Or, we should just over look it/it is retconed. Remember that in GTAIII they called back to Miami, and now Miami is replaced by Vice City. (yes, 3D era I know. It's just a f*cking example) Or, most likely, it's simply a gray area that is never going to be addressed outside of little references and easter eggs. Kind of like how you have no idea what happened in HD Universe Los Santos in the early nineties, so lots of people just assume that a different universe CJ and Sweet existed and stuff. I know GTA V's art style is a bit different from GTA IV's, but they looked much better before in my opinion. I hope they don't change Niko around too much.
