He will pull out his gun and your character will put his hands up and drop the weapon on the ground. Congrats now your busted, youll just lose money and the gun you had in you hands. yaaaay. They spotted me, approached, and pointed their guns and my character (Trevor) at the time raised his hands to surrender. Of course I ran. But, I think you have to be unarmed and hiding. You don't lose any guns, they just take your ammo and armor. If you run from them (in a car or on foot) you'll get two stars and they'll shoot. But i had 2 stars i was in a car and i stopped for like 10 seconds 2-3 cops where shooting me then suddenly trever put his hands up wile in the car and got busted with 2 star cops.
