Not 100% sure but try to help 'em out next time as I know it can be very inconveniencing while playing as Franklin to not be able to call a cab. Just keep an eye out for one on the streets. When you buy the cab company a new contact gets added to Franklins phone for when the cab company phones about property management, you have to scroll down the list of contacts & dial the original number to get a cab.
