The reason the car is missing is simply because Rockstar was lazy with the vehicles this time around. They focused more on modding shops than they did having a good list of cars. It's extremely simple to port over the models from IV, rework them a bit and have them listed to load in the data files.

It's very easy to port cars over to other games. I can easily convert GTAIV cars to GTA SA and from SA to IV.

 

R* also has disappointed me about most of the content is only for GTA Online.
