Also, the first missio tha introduces the submarine at LS docks you will find it where you left it there too... Im not sure if its always there though but I stole it and when free roaming with it long before I purchased the Sonar docks Best option is to buy the Sonar docks however, as later on you get the dinghy with scuba gear parked there after meeting Abigail stranger.
