It's more out of the SA feel a lot of fanboys were asking for and the competition of saint rows. Having Trevor in a dress and such, it's all to compete with saints row... Not necessarily, there's always been silly stuff like that in the game. Never played Saints Row but there was huge dildos you could kill people with on San Andreas, and does anyone remember those love-heart boxers that Toni wears on LCS? BULLsh*t. gta isn't supposed to be noire. in IV they tried to focus on the story more then they did on the open world. every GTA except for iv is about freedom,and a live interactive world. Well, it seems like the market tendence for me. Hence Trevor character. he's the only one you would put a dress on and go beat up people. That's why they put him in the game, to conquer the saint row goofy-type fans. In fact, Trevor wasn't even going to be one of the protags, but a NPC.
