I prefer different universes after an amount of titles, just to give developers the posibility to try new stuff and keep stories fresh. In example Resident Evil should have done it a while ago, story is a big mess by now with plot holes everywhere. It's nice to see that they still refernece older games by easter eggs in GTA, that's enough for me. Theres no universes, just the rational knowledge that reanimating and retexturing a character from the 3D era into HD will look awkward. Just look at Conker the squirle and compare his apearance from N64's Conker's Bad Fur Day and xbox's Conker Reloaded... It would kill it. Still, Willy is not major character and he wasnt in GTA:SA. The point is, the city looks totally different in both games, so logically characters cant be in both of them. There is no way the geography would change so drastically in 20 years. I dont remember anyone discussing returning characters here in 2008 when GTA 4 was coming out. And yes when gta 4 was coming out, there was a lot of speculation about previous liberty city characters reappearing, the forums were littered by them, they were mostly mafia related character speculation. But how became San Andreas a State if it is all 1 Universe? I think Rockstar goes the Multiverse route but also enjoys to give the fans a few cameos, but that doesn't mean stuff from GTA1,2,3 happened before in 4 or 5.
