Certain aspects and minor characters are used but Houser was more specific that the cities arent the same as GTA III canon as well as the most of the characters. I still see it as being in the same universe, just that the map has been expanded a lot and everything(like cars, phone, etc) have been updated from the 90s to modern time. Of course there's no CJ but you can still think of him existing in this universe, just that you're not gonna see him in the game. The same way there are millions of people living and breathing in V but you can't see them all at once. Like, sure we have Ballas, Vagos etc. But they are represented differently, these gangs only share the same basis "purple, street gang, southside" but everything beyond that is completely changeable and thats what makes them different between the era's.
