where do you find him?

During a random event, I think it was. There are two dudes robbing a store of some sort and they ask for your help getting away. Turns out one of them is Packie.

Right at the start of the game, near Franklin's house outside a large store in the parking lot. It shows up as a blue dot (like a random event). He has just robbed a store (laundromat I think) with an accomplice & holding a gun to the store manager, but they forgot to bring a getaway vehicle & they ask for your help. You can actually kill them both instead of helping them, but then you won't be able to use him for heists.
