I've been playing the game just as much as any of you, and I've literally stumbled upon it twice. I tried hanging around those areas again, yet to no avail. If anyone has some information, I'd greatly appreciate it! I have seen it mostly in the rich section of Rockford Hills. Try the side streets off of Vinewood Blvd on a friday night.
