California was mentioned in GTA IV in a commercial for Dragon Brain, though it was probably mentioned as saying "I'm just a Humble Blacksmith with a San Andreas accent" would have probably went over people's heads. Back to the point, I do belive that's just an Easter Egg. The entire mission is meant to mimmick the one seen in RDR, down right to the appearence and dialog. The two missions are extremely similar, the Bigfoot mission from Undead Nightmare and the Bigfoot mission in GTAV, but no, the RDR universe is not part of GTA's universe. The Bigfoot in the GTAV mission is just a person who has a furry fetish (which means he likes to dress up like an animal while another animal-person has sex with him), while the RDR mission has real Bigfoot, that John Marston has the choice to kill.
