I would think it would be EXTREMELY boring to free roam in online it if was just 16 players.. and no other pedestrians like it is in sp?

 

Just my thoughts..

Of course there will be, otherwise there wouldn't be a point of GTA:O. I'm sure there will be pedestrians. Count on it.
