Few Questions Regarding Cars

I've noticed a lot of people having glitches where vehicles are not staying in their garages.

 

I don't have this exact problem but there is something I've noticed and I'm wondering if it's supposed to be this way.

 

Yesterday I had a garage full of different cars that I had collected and decided to add some performance parts to them each. While driving the first car to the customs shop I thought as to whether or not I have to return the car to my garage every single time in order to keep it. To test it out, I left it and went to do other things... It got impounded and I retrieved it. No big deal.

 

I picked two other cars, one which I left again in a different area and another that I purposely blew up. Neither car showed up at the impound, garage, or house... what a waste. Is this normal? Do you have to continually return the cars you collect or purchase back to your garage or safehouse?
